  1. Complete the Full Match Report

The referee is responsible for submitting the complete electronic match report, even when the final score has already been entered by one of the participating teams.

After confirming the score:

  • Open the Game Report.
  • Complete all required match information.
  • Record any cautions or send-offs.
  • Select the appropriate misconduct code for each yellow or red card.
  • Add any required details regarding misconduct or unusual incidents.
  • Review the report for accuracy.
  • Submit/update the completed report.

All red cards must include sufficient information explaining the circumstances that resulted in the send-off.

Referees should provide clear, factual information regarding the incident and avoid unnecessary opinions or conclusions.

Any required misconduct codes should also be entered accurately in the electronic match report.

Any significant injury in which a player does not return to the match should be documented in the official Game Report.

The report should provide a factual description of what occurred without attempting to provide a medical diagnosis.

Certain incidents require additional documentation beyond the standard GotSport Game Report.

A USSF Supplemental Report should be completed when applicable for incidents including:

  • Player send-offs/red cards
  • Coach or team official dismissals
  • Serious injuries
  • Referee abuse or assault
  • Serious misconduct
  • Other significant or unusual incidents surrounding the match

Supplemental reports should be submitted to MAPL within 48 hours of the match, with submission within 24 hours strongly encouraged when the incident is serious.

Unless otherwise directed by MAPL policy, player or staff passes should be returned to the team after the referee has recorded all necessary identifying information associated with the misconduct.

MAPL has zero tolerance for assault or other serious acts directed toward referees, opponents, teammates, coaches, or spectators.

When an incident involves alleged assault or another exceptionally serious act, the referee should follow the applicable MAPL and U.S. Soccer/State Association reporting procedures.

Where MAPL policy requires a pass to be retained, the referee should forward the pass together with the appropriate documentation to MAPL.

Incidents involving alleged referee assault may also be referred to the appropriate State Association or governing authority for disciplinary review.

Referees are encouraged to retain copies of their match and supplemental reports for their own records.

Match reports may become important documentation when MAPL, a State Association, an insurer, or another governing body needs to review a serious injury, disciplinary matter, or other match-related incident.

Reports should therefore be timely, factual, complete, and accurate.

One thing I would not carry over automatically from the EDP language is the exact policy around physically retaining player/coach passes after assault or egregious misconduct. Before MAPL publishes that, I’d verify that it matches your current State Association/U.S. Soccer procedures. The same goes for the exact supplemental-report recipient and reporting address.

For your Wednesday presentation, I’d make this much simpler than the full policy. The slide could be “N1 Post-Game: Referee Reporting” with just 5–6 takeaways: 48-hour report deadline, score verification, misconduct reporting, red-card explanation, serious-injury reporting, and supplemental reports for serious incidents.

Referee Reporting Responsibilities

The assigned referee is responsible for completing the official match report in GotSport following each MAPL match.

A complete match report should be submitted within 48 hours of the conclusion of the match. Referees are encouraged to complete their reporting as soon as possible following the game.

The QR code located on the game card is generally the easiest way to access the reporting system. If the QR code is unavailable or does not work, referees may enter the match information manually through GotSport.
